Quality Management System - Tax Practitioners Board
6/23/20251 min read

Capital Bookkeeping has a Quality Management System in place.
From 1 July 2025, having a QMS is no longer optional—it’s mandatory under TPB guidelines. But beyond compliance, any accounting or bookkeeping firm looking to improve performance, increase client trust, or scale operations can benefit from a QMS.
Quality Management System (QMS) framework:
Governance and Oversight
Practices must establish clear structures for decision-making, accountability, and monitoring to ensure compliance with the Code of Professional Conduct and tax laws.Staff Competency and Supervision
Tax practitioners must ensure that all staff, including those providing tax and BAS services, are properly trained, qualified, and supervised to deliver competent services.Client Relationship Management
Systems must be in place to manage client engagements effectively, including maintaining confidentiality, addressing conflicts of interest, and ensuring informed consent.Risk Management and Quality Assurance
Practices are expected to identify, assess, and mitigate risks through documented procedures, internal controls, and regular reviews to ensure the accuracy and integrity of services.Documented Policies and Record-Keeping
Firms must maintain written policies and procedures as well as adequate records that demonstrate compliance with the TPB’s QMS requirements and support audit or review processes.
These principles are designed to promote consistency, professionalism, and continuous improvement within tax and BAS agent practices. Together, these systems support the TPB’s objective of fostering community confidence by ensuring tax practitioners operate competently, ethically, and lawfully.
